The vendor is required to provide for a community planning process that results in the development of a forward-thinking, realistic, and impactful comprehensive plan ("plan").
- To review existing planning documents, collect and synthesize demographic and other relevant data, and conduct robust public and stakeholder outreach to develop a comprehensive plan incorporating goals and objectives to address growth management policies, annexation strategies, capital improvements, and service provision over a 20- year time horizon.
• Collect and analyze data
• Develop and implement an inclusive community participation program
• Develop and facilitate inclusive participatory exercises to help stakeholders and citizens decide on a vision for the community
• Identify preliminary and final development challenges and opportunities
• Identify preliminary and final character areas and/or future land use areas
• Coordinate with commission, particularly on areas outside the city boundary but within the perry service area
• Prepare a comprehensive plan including the following elements:
o Community vision
o Community goals
o Needs and opportunities
o Community work program
o Broadband services element
o Capital improvements element
o Land use element
o Transportation element
o Economic development element
o Housing element
• Prepare digital and printed maps
• Attend all meetings with staff
• Facilitate three public hearings at the beginning, middle, and end of the project, compliant with dca rules
• Assist in the adoption process
• Coach staff and citizen volunteers through the planning process
• Review the existing land management ordinance (LMO) and other pertinent ordinances and recommend changes for consistency with the new plan.
