• A procurement plan integrated into the overall program management plan, including the procurement schedule.
• A master cost-loaded schedule based on the WBS, including procurement and major contract milestones.
• The program level schedule should be able to provide monthly cash-flow forecasts.
• A master budget incorporating information from each project team and internal enterprise costs.
• A master risk register for the program, allowing consistent updates and management of project risks.
• Establish a method for estimating and managing an owner controlled program contingency budget.
• Document procedures for administering and documenting construction changes.
• Document procedures for administering pay applications and certifications.

• Safety procedures for reviewing safety plans, conducting audits, and investigating incidents, with a part-time safety manager provided by the owner’s representative.
• A project completion plan for closeout and commissioning activities.
• Administering and monitoring certified payroll reporting in accordance with act standards.
• Providing guidance to contractors and subcontractors on proper payroll submission and documentation.
• Conducting periodic audits and reviews of certified payroll records.
• Coordinating with the owner and federal agencies to resolve any compliance issues.
• Maintaining organized and auditable records.
• Verifying that all iron and steel products meet AIS requirements.
• Reviewing and maintaining supplier certifications and documentation of product origin.
• Coordinating with contractors to ensure timely and accurate AIS submittals.
• Supporting the owner in responding to audits or federal inquiries.
• Advising on procurement strategies that align with AIS compliance.
• The selected firm should demonstrate experience with American iron and steel (AIS) compliance and propose effective strategies for documentation, verification, and reporting.
