The vendor is required to provide professional planning and zoning services to provide the following basic services. • The firm shall perform professional planning services including basic zoning and plan review for various projects submitted to the city.
• Provide regular and timely updates to city administration on proposed or adopted legislation that effects the state laws governing municipal planning and zoning, namely the state planning enabling act and the act.
• Provide regular and timely updates to city administration on judicial decisions that affect municipal planning and zoning.
• Advise city administration of various opportunities available to the city for implementing the master plan, zoning ordinance, authority development and tax increment financing (TIF) plan, and related guiding documents and frameworks including (but not limited to) the corporation redevelopment ready communities (RRC) program.
• Annually review the city’s policies and procedures related to planning and zoning, including the fee schedule, and recommend amendments.
• Draft amendments to the zoning ordinance and zoning map.
• Assist in the development and annual update of the capital improvement plan.
• Support the building, economic development, and other related departments in retaining the city’s status as a certified redevelopment ready community (RRC).
• Provide training opportunities to planning commission, zoning board of appeals, and city council members.
• The firm shall also make their professionals available to answer questions directly from citizens and development approval applicants regarding code compliance whether by phone, fax, mail, electronic mail, or receipt of plans.
