The vendor is required to provide comprehensive professional services for the analysis, planning, design, procurement assistance, and implementation oversight of a new motorola capacity max trunking radio system to replace the county’s existing public safety uhf conventional digital radio system with vhf paging.
- This consulting engagement is intended to ensure a technically sound, operationally effective, and cost-efficient public safety radio system that meets the current and future needs of public safety and emergency response agencies and service agencies throughout county.
- Engage a vendor-neutral consulting firm to lead the project through the following key phases:
• Needs assessment and stakeholder engagement
• System design and specifications development
• Optional procurement support
• Vendor proposal evaluation assistance
• Implementation and cutover support
- Needs assessment
• Evaluate the county’s current radio communications infrastructure through scheduled onsite visits, including coverage, capacity, interoperability, and reliability.
• Identify system shortcomings, future needs, and operational requirements.
- System design & requirements development
• Develop detailed system specifications and high-level design for a motorola capacity max trunked system, including radio infrastructure, subscriber units, backhaul, interoperability requirements, and integration with existing avtec consoles including fire station alerting.
• Define technical, functional, and performance requirements.
• Ensure design supports interoperability.
- Procurement assistance (optional)
• Prepare a vendor proposal based on the final system design and requirements.
• Assist in the proposal process, including issuing clarifications and answering vendor questions.
• Evaluate vendor proposals and assist in the recommendation and selection process.
- Implementation oversight & cutover support
• Provide oversight of the selected vendor’s implementation.
• Validate system performance during staging, testing, and final acceptance.
• Support the migration and cutover to the new system with minimal disruption to public safety operations.
