The Vendor is required to provide on-call consulting services to assist City Staff with a variety of economic development tasks and functions related to the City’s program of on-going redevelopment plans, neighborhood revitalization activities and the development of policies which will encourage economic growth.
- Development / Redevelopment:
• Perform market analysis and financial feasibility studies for development and redevelopment projects and master plans;
• Provide analysis and critique of the sources, uses and operating proformas of businesses
• And real estate development projects;
• Evaluate developer experience and capacity;
• Assist in the development and marketing of real estate prospectus for key projects;
• Prepare market feasibility and assessments for different types of development projects including commercial, mixed-use and mixed-income housing deals;
• Evaluate opportunities for infill development, new ground up development, or adaptive reuse to meet identified goals, taking into consideration existing resources and constrained properties.
- Business development / assistance:
• Provide review of appraisals, cost assumptions, capital budgets, operating statements, marketing data and funding commitments related to business and real estate development projects;
• Assist in the creation and promotion of workforce and professional talent training and recruitment strategies;
• Provide technical assistance on federal tax credit equity sources, requirements and structuring including the availability of new market tax credits and historic tax credits for business and real estate development projects within the city;
• Identify public and private financing/funding sources for business and real estate development;
- Policy / program development
• Prepare diagrammatic plans or other renderings/graphics to communicate findings;
• Identify opportunities and work with city staff to set project goals and priorities;
• Propose the capital structure of development projects with available public sector financing/funding;
• Develop policies and strategies for opportunity zone investments;
• Provide technical assistance on policy initiatives, including but not limited to – review, development, preparation, and execution of policies such as community benefits, tax fixing agreements and other economic development incentives;
• Provide technical assistance with marketing and advertising campaigns for public sector community and economic development initiatives;
• Provide outlined strategies for implementation of projects and programs.
