The vendor is required to provide energy consultants to provide services related to the procurement of natural gas, fuel oil and electricity.
- Energy consultant who can aid in the analysis of energy commodities markets, municipal aggregation, negotiation and completion of energy supply contracts, energy conservation and alternative energy resources as well as the analysis and management of net metering credits.
- The successful vendor will demonstrate knowledge of all aspects of the energy procurement market, including but not limited to, knowledge of the wholesale energy market, retail energy providers (“rep”) and contacts with key individuals.
- The consultant must have the ability to provide ongoing services related to energy procurement that will lead to actual, realized reductions in energy costs.
- Energy resources procurement and management services
• Evaluate current market conditions and identify optimum energy procurement strategies which will allow the city to achieve optimum cost and reliability benefits in the procurement of energy sources.
• Assist the city with the development of a plan (the "plan") for procurement and delivery of gas, oil and electricity to the city's facilities
• The plan must recommend a strategy for the city to use when procuring gas, oil and electricity in order to achieve optimum cost and reliability benefits.
• Assist the city with the development of one or more procurement solicitation(s) for the supply of energy sources to the city's facilities.
• Assist the city with the evaluation of responses to the procurement solicitation(s) with particular emphasis on evaluation of the financial viability and reliability of potential energy suppliers.
• Assist the city with contract negotiation and formation with the suppliers.
• Assist the city with market monitoring and price management services, as necessary.
• Assist the city with analyzing retail providers' utility rates and programs.
• Assist the city with developing contracts with suppliers and are focused on implementing measurable goals and objectives for managing energy consumption, load profiles, budget, account management and auditing of energy bills.
• Assist with researching alternative energy options, including but not limited to any analysis and management of net metering credits.
• Assist the city in resolving any disagreements with the supplier when requested.
• Assist the city in negotiating or re-bidding energy at the request of the city during the term of the contract.
• Provide the city with periodic projections and reports on energy market trends and explain any changes in the law that may affect the procurement of energy.
• Monitor monthly energy usage and communicate to the supplier any significant volume changes.
• Identify and report to the supplier all closed and inactive accounts.
