The vendor is required to provide the consultant shall present the findings from this research to the primary staff group leading the strategic planning process and will serve as a key input in developing the agency strategic plan for 2026–2029.
• To collect and analyze public opinion regarding the adequacy and the efficacy of policing and the and the perception of community safety in agency.
• To identify key concerns and priorities from the community that may inform the board’s strategic priorities for improving community safety through the provision of policing.
• To engage diverse community groups through surveys and facilitated focus groups, ensuring broad and inclusive participation.
• To provide data-driven insights, based on needs identified by agency that align with the mandate of the board to state safety and policing act, 2019 and help shape future policing strategies.
• To present findings to the primary staff group leading the strategic planning process to ensure informed decision-making.
- Research and data collection
1. Environmental scan
• Conduct a review of national and international community safety and policing priorities, assessing best practices and future trends derived from needs assessments conducted with communities and internal and external partners that are served by or collaborate with police services.
2. Public surveys
• Develop, advertise, and administer a public/community survey that will include 15–30 questions (including demographic information) on policing services and community safety in agency.
• Survey development may also involve the development of separate lines of inquiry to be used by agency partner to maximize the reach of the board’s consultation.
• Ensure the survey is accessible across multiple formats, including digital (web-based and mobile-friendly), paper-based, and translated versions, with accommodations available for individuals with disabilities.
• Provide the survey in alternative and accessible formats appropriate to community, including those that address cultural, linguistic, and accessibility needs.
3. Community focus group facilitation
• Facilitate 10–20 community focus group sessions, in consultation with the board and in alignment with the act.
• Each focus group session should be agency diverse communities, including:
o First nations
o Community organizations
o Youth and school boards
o Businesses
o Human services providers
o Victim services
o Senior and settlement services
o And other communities as determined by the board.
4. Idea framework application
• Apply inclusion, diversity, equity, and accessibility (idea) principles throughout all engagement activities.
• Promote broad and meaningful participation, ensuring all voices are heard and represented in the findings.
5. Data collation and analysis
• Collate responses gathered from surveys and focus groups, and provide both raw datasets and cleaned, organized data sets.
• Analyze the results to identify:
o Common themes and significant variant responses
o Proposed measurable goals and key priorities
o General make-up, values, and safety needs of people in agency
• Present analysis in a format that demonstrates the findings are community driven and will support the board in establishing the strategic objective and KPI’s that are based on the needs identified through the data collection and analysis of the surveys and focus groups.
