The vendor is required to provide consultant services for include:
1. General
• Provide architectural, design, mechanical and electrical services, functional program review, preparation of design and construction documents for project tendering, tender administration, cost estimation, schedule anayali risk register, move coordination, furniture, construction support and contract administration during the construction and close-out phases of the project.
• Security consultant to be part of the consultant core team.
2. Project schedule for consultant services and construction phases
• The consultant shall provide a schedule for their services with deadlines for completion of significant design milestones and to meet project schedule and deliverables including:
o Tender document review meeting
o Tender document ready for procurement
o Construction end date
• The consultant will work closely with the project team to develop a phasing schedule to clearly indicate when operations of the program will be impacted during construction and the duration.
4. Contract administration
• The consultant shall monitor contractor progress and other issues as they arise and make recommendations for resolution.
• Consultant shall complete milestones inspections/reports, review and process contractor documents on behalf of infrastructure including but not limited to review, shop drawings, change orders and recommend approval of progress claims.
• The consultant shall create and maintain a risk register with a minimum of the top for four (4) risks to project cost, schedule and quality.
• Review the updated risk register & milestone schedule with the project manager at each progress meeting.
• Attach the updated risk register and milestone schedule to each meeting minute package sent to the project manager.
• During the post construction phase, the consultant shall:
o Provide auto cad and pdf format as as-built drawings and specifications incorporating all changes to the contract documents during construction.
o Review contractor supplied operation & maintenance manual for completeness prior to submission to infrastructure.
o Complete final inspections and sign-off to confirm facilities are built in conformation with the design and contract documents and that all deficiencies are completed and systems are operating.
o Provide assistance with basic system start-up
o Provide one-year warranty inspections and reports.
5. monthly status reports
o The overall summary of the project progress and services provided during the reporting period
o Remaining services, progress and expected delivery date on each deliverable
o Baseline and current project schedules
o A table outlining project issues and risks and recommended steps for mitigation
o Photos to indicate progress of project during construction
6. Design and contract documents phases
• Client engagement sessions – minimum two (2) meetings to develop and understand all program requirements.
• Confirm all furniture, fixtures, equipment, power and data, back-up generator requirements, general staff requirements, IT requirements (standard and specialty), security and loading dock and shipping and receiving dock requirements at new and existing locations.
• Door hardware – minimum one (1) meeting.
• Security review - minimum one (1) meetings with clients. provide recommendations of security requirements for the site based on client requirements.
7. As-built information
• Limited as-built information is available. the consultant and sub-consultant are responsible for the creation of auto cad files for the work of this project and verification of information on-site.
• The consultant is not to rely on as-built information provided from state infrastructure and the information is to be used for verification onsite.
8. Interior design
• Schematic design plans; minimum 2 revisions to develop final schematic design plans/design development plans with clients.
• Consultant shall provide a minimum of two (2) color boards for the new facility design that will be renovated.
