The vendor is required to provide consultative and actuarial services to assist the county in delivering innovative and proactive benefits programming for its employees and retirees.
- These teams are identified as safety and justice, economic growth and community investment, health and wellness, and information and public records.
- A fifth strategic team comprising of finance, public policy and planning and human resources support the efforts of the service teams, all with the focus on placing residents first under a county operating philosophy.
- County officials respond to changing community needs by listening to residents and delivering innovative and collaborative programs.
• Assist rc to determine the most appropriate approach for our organization.
o Develop a compliant self-insured paid family medical leave (PFML) plan
▪ Draft, incorporate regulations, develop communication materials, assess staffing requirements.
o Procure coverage through a private insurance provider.
▪ Develop RFP requirements, evaluate responses, present to county leaders, facilitate scoring team meetings.
• Provide recommendations for coordinating PFML with existing leave programs, such as short-term disability or FMLA.
• Ensuring compliance with federal, state and local regulations governing employee benefit obligations.
• Making recommendations and supporting the implementation of benefit programming that will enhance the county’s ability to attract and retain employees.
• Providing on-going consultation on any new developments in employee benefit law that may impact the county’s benefit programming.
• Assisting the county in defining and documenting a benefits strategy to include both short and long-term goals.
• Identifying analytical tools and measures to be used to describe the overall health of the employee population, identify disease or wellness trends, improve the focus and execution of wellness initiatives and facilitate more accurate budgeting and forecasting.
• Providing actuarial analysis beyond the recommendations of the contracted health, life or disability carriers when evaluating benefit plan design alternatives and budgeting recommendations.
• Meeting with various management and labor groups as needed on relevant benefit related topics.
• Assist with drafting and evaluation of request for proposals for employee insurance programs.
• Provide worker’s compensation consulting services on an as needed basis in the areas of:
o Reserve analysis for financial reporting.
o Retention and funding analysis.
o Claims analytics.
o Insurance and risk management program review.
o Captive feasibility study.
o Claims operational assessment.
o Provide continued process improvement and plan evaluations.
• Provide a pricing for a variety of rewards optimization analysis options. - Contract Period/Term: 5 years
