The Vendor is required to provide planning consultants to lead an update of the city’s master plan.
A. Housing Assessment
• Conduct a comprehensive housing assessment in accordance with Act 33 of 2008 (HB 5557).
• Analyze housing supply, demand, and affordability across income levels and demographic groups.
• Identify gaps in the current housing stock, including workforce, senior, and multi- family options.
• Provide data-driven policy recommendations to support housing diversity, affordability, and zoning infrastructure.
• Integrate housing findings into the Future Land Use Map where appropriate.
B. Senior Independent Living Housing within the City Campus:
• Update relevant Master Plan policies, zoning recommendations, and future land use designation to support senior housing development on the City-owned parcel.
• Provide planning and policy guidance that enables the sale or long-term agreement of the property for development and supports future public-private partnerships in alignment with applicable regulations and best practices.
• Ensure that the Future Land Use Map and supporting narrative clearly reflect the City’s intent and development readiness of the site.
C. Strategic Development and Redevelopment Opportunities:
• Conduct feasibility analysis based on land availability, access to amenities, infrastructure capacity, and zoning compatibility.
• Identify and prioritize underutilized or vacant parcels with potential for redevelopment.
• Recommend land use or zoning amendments needed to facilitate reinvestment and adaptive reuse.
• Identify funding sources, incentives, or partnerships to support redevelopment.
D. Mapping and Data Support
• Create and maintain updated maps to illustrate opportunity sites, future land use, and zoning recommendations.
• Integrate provided datasets where applicable, and produce additional maps, graphics, or spatial analysis needed to support planning recommendations.
• Provide GIS-compatible files and visuals suitable for public communication.
E. Community Engagement
• Work closely with the City-led steering team by providing ideas and strategies for public engagement.
• The City-led steering team will be responsible for conducting all public meetings, workshops, and events.
• Provide presentation materials and graphics for engagement activities.
• Help incorporate public input and key findings into the plan recommendations.
F. Final Deliverables
• Update the Master Plan sections to incorporate the housing assessment, strategic development, and redevelopment recommendations.
• Updated maps, GIS data, and graphics illustrating opportunity sites, zoning, and future land use.
• Summary of public engagement efforts and input.
• Implementation matrix outlining action, priorities, timelines, and responsible parties.
