The vendor is required to provide e-rate consultant to consult on e-rate eligibility and submission to the universal service administrative co. (USAC).
- A consultant firm capable of obtaining the highest discount rate available under the e-rate program, with the consultant identifying all possible eligible e-rate discount categories with eligible services, as well as assistance in compliance with all e-rate and administrative rules and regulations.
• Prepare, submit, manage and oversee application cycle each funding year, including but not limited to forms 470, 471,472,479, 486, and 500 and service certifications.
• Advise district on eligibility of e-rate products and services.
• Correspondence regarding e-rate as needed.
• Coordinate and oversee scheduling, creation and follow-up of system school districts paper and electronic application submission.
• Research funding status year-round, for current and to-be-funded applications.
• Review and advise the district on the preparation of responses to administrative and SLD correspondence received by the system school district.
• Inform district of deadlines and assist with the process as needed to ensure complete recovery of all eligible funds, including filing deadline extension requests.
• Respond within one business day to system school district questions.
• Advise district on all risk factors and strategies related to securing the maximum allowable e-rate discounts.
• Monitor and follow through on any district interactions with administrative and sld.
• Serve as advocate and liaison on behalf of district with administrative and SLD for ideas, questions and proposed strategies.
• Keep district appraised of administrative and SLD policies and issues and possible effect on system district e-rate program.
• Maintain and advise district on timetable calendar regarding administrative and SLD applications activities and response requirements.
• Provide periodic administrative reports that show approved funds, claimed funds, and remaining funds.
• Provide on-site training of key district personnel in e-rate rules, policy, and compliance issues.
• Create and maintain database for all system school district e-rate documentation at a minimum of 10 years after the last date of service.
• Provide assistance with e-rate audits or other related issues for 5 years for all work products produced for district from last date of service.
• Prepare responses to administrative for program integrity assurance (pia) requests.
• Prepare responses to administrative for selective review requests.
• Assist with administrative and FCC appeals.
• E-rate project management service and assistance for priority 2 related items.
• Comprehensive site surveys for development of bid specifications for telecommunications and broadband.
• Network infrastructure design recommendations for e-rate services.
• Bill review and analysis for telecommunication and other services.
• Additional services may apply as deemed necessary by the system school district at the district’s discretion.
