The vendor is required to provide business consultant services to support development of a strategic long-term capital plan for seniors housing and continuing care infrastructure.
• A clear understanding of supply and demand in all types of seniors affordable housing and continuing care spaces in state (seniors self-contained, seniors lodge, and continuing care homes), based on an in-depth examination of current and future housing stock and continuing care built capacity, and demographic changes in the province.
• Identification of supports required to meet the projected need, including capital supports such as development of new units and modernization of existing units versus other types of non-capital supports (e.g., services), as well as required industry capacity to meet the need.
• Closer and more seamless integration between seniors affordable housing and the continuing care system.
• Adoption of effective practices from both state and other jurisdictions that are innovative and cost-effective, including potential partnership models, funding benchmarks and potential funding models to most effectively leverage resources and maximize cost-efficiency.
• A comprehensive understanding of the required cost to meet needs in the short and long term, including funding sources, and appropriate roles and responsibilities for the government of state, other government, private sector, and non-profit and community partners.
• Development of a prioritization model that anticipates and is responsive to varying regional needs, and informs short and long-term capital plans and budgets.
• Establishment of long-term strategic direction for seniors affordable housing and continuing care capital in state that drives implementation of actions under stronger foundations, recommendations of the senior’s lodge program review panel and findings from the assisted living transitions committee.
