The Vendor is required to provide human resources and city administration related matters such as, but not limited to: department organizational structure analysis, policy and procedure documentation, management and leadership assessments, group facilitation, training, etc.
- Organizational Analysis and Policy Development
• This service encompasses a review of the city's operational structure to assess efficiency and effectiveness.
• It includes analyzing and documenting city policies, including their impact on collective bargaining agreements, and proposing amendments for the creation of a comprehensive policies and procedures manual.
• The consultant will also identify best practices and comparable administrative policies in the public sector.
- Employee, Management, and Leadership Training
• The consultant will provide training programs using instructor-led, classroom-based, or blended learning methods. Potential topics include Workplace Harassment, Workplace Respect, and essential skills for managers and supervisors.
• This may also cover leadership styles, communication skills, conflict resolution, team development, and creating effective employee performance review processes.
- Recruitment, Retention, and Succession Planning
• This service focuses on helping the city attract, retain, and reward qualified employees.
• The consultant will provide guidance and assistance with recruitment best practices, including for unique or difficult-to-fill vacancies.
• It also includes evaluating and making recommendations to improve city culture, employee mentorship, engagement, motivation, and incentive programs.
• The consultant will assist in developing a city-wide succession planning strategy.
- Diversity, Equity, and Inclusion (DEI) Program Development
• The firm will assist the city in developing and facilitating an internal DEI task force to create a strategic and training plan with measurable goals.
• This also includes guiding the city on DEI hiring best practices and evaluating existing programs to better serve physically challenged populations and identify economic development opportunities for minority and women-owned businesses.
- Employee Surveys and Strategic Facilitation
• This service involves researching, coordinating, and facilitating employee surveys on cultural analysis, organizational development, and employee satisfaction.
• The consultant may also facilitate strategic planning initiatives with senior management and specific employee focus groups to ensure stakeholder buy-in.

• The consultant may be considered for other projects as they relate to these core areas, including further consulting, training, facilitation, and surveys as needed.
