Policy and Medicaid Strategy Consultant Services

The Vendor is required to provide policy and medicaid strategy consulting services for section 1115 medicaid demonstration waivers. 
- Support and innovation in maintaining budget neutrality including the viability and potential future uses of the medicaid quality improvement program (MQIP) structure, the administrative infrastructure supporting authority intergovernmental transfers to support waiver work.
- Advising on rules, options, and decision making related to financing of the proposed waiver initiatives, including recommendations to authority across waiver initiatives on the financing of the non-federal share, budget neutrality calculations, and implications of centers guidance on budget neutrality;
- Advising authority on health related social needs (HRSN) services, including but not limited to, operational development and implementation including definitions, delivery system models and provider networks, payment issues, monitoring and evaluation requirements, and roles and responsibilities of the ach-run community care hubs and the statewide native hub, as needed.
- Develop and provide implementation options and recommendations for HRSN services, the reentry initiative, other project initiatives, or other potential waiver offerings.
