Ethics and Compliance Program Development and Implementation Services

The Vendor is required to provide a comprehensive ethics and compliance program that balances ethics, compliance, and organizational culture, reduces the risk of misconduct, and promotes ethical behavior within the organization in accordance with the attached preliminary.
- Ethics and Compliance Program are to:
•    Prevent and detect criminal conduct.
•    Establish a framework for identifying, managing, and mitigating ethical risks and compliance issues.
•    Foster a culture of ethical behavior and compliance with laws, regulations, and internal policies.
•    Provide guidance and support to employees in making ethical decisions.
•    Ensure integrity, accountability, and transparency in all business activities.
•    Safeguard the agency reputation and assets.
- This initiative will be executed over an 18-month period and will encompass a series of integrated phases including risk assessment, policy development, training, monitoring, investigation, governance structuring, enforcement, and change management.
- Key responsibilities include conducting a culture survey, risk analysis, and assessment; developing a code of conduct and compliance policies; developing and delivering training programs; establishing monitoring and reporting mechanisms; establishing a fair and transparent investigation process and implementing a case management system; and supporting the formation of an Ethics and Compliance Committee.
- Consultant shall also facilitate stakeholder engagement, coordinate with union partners, and provide change management support to ensure the program’s successful adoption across all of agency systems.
- Analyze and assess survey results to inform the development and implementation of the Ethics and Compliance Program.
- Communicate survey findings and action plans to employees to ensure transparency and accountability.
- Establish a clear and transparent process for investigating reported violations of the code of conduct and policies.
- Ensure that investigations are conducted promptly, fairly, confidentially, and discreetly.
- Implement a centralized software platform for managing inquiries and investigations, including case tracking, document management, workflow automation, and reporting capabilities.
