The vendor is required to provide to engage the services of a qualified consultant, on an as, if and when required basis, to support the development of strategic approaches and the preparation of both overarching and program-specific communication plans.
- This may include the development of communication strategies specifically tailored to pilot programs that explore innovative waste reduction, diversion, or circular economy initiatives.
- The consultant shall also be responsible for the development of community, education and outreach initiatives and producing a range of supporting materials, including but not limited to news articles, brochures, reports, and flyers.
- Environmental programs is responsible for providing residential garbage and recycling services in the city as well as implementing measures to promote waste reduction to support the city’s transition to a circular economy.
- To support residents and encourage ongoing commitment to waste reduction and circular principles, the city continues to expand its services, providing incentives and educational resources that promote increased reuse, recycling and environmentally responsible disposal practices.
- Community-driven events where residents can bring broken household items such as small appliances, electronics, and clothing for free repair by skilled volunteers.
- These events foster a culture of reuse, reduce landfill waste, and extend the life of consumer goods.
- City staff are responsible for collecting litter, emptying garbage and recycling bins, and removing abandoned items from parks and other public spaces.
- The city actively explores innovative approaches to improve waste management outcomes and promote circular economy principles through pilot programs.
- Recent initiatives have included dog waste collection in select parks, business recycling resource program, and bike reuse program.
- The consultant duties shall include, but are not limited to, the following deliverables:
• Writing, layout and updating the annual recycling & solid waste management Report;
• Writing, layout and updating the annual recycling & garbage collection schedule;
• Writing, design and production of the annual information insert accompanying the recycling & garbage collection schedule;
• Undertaking and/or coordinating graphic design for various materials, including updates to existing communication campaigns;
• Writing, designing and producing advertisements, signage, posters, notices, brochures, flyers, handbills, and other outreach materials;
• Providing print specifications and reviewing printer proofs from a graphic design perspective;
• Developing strategic communication plans and creative campaigns for pilot programs and new program implementations;
• Provide strategic communications advice; and
• Provide media relations support, including writing/editing media releases/advisories and developing strategic messaging.
