The Vendor is required to provide Power Supply Portfolio Management and Power Procurement services.
- Provides several benefits to its participating customers including:
• Providing electric power at competitive costs with reduced carbon emissions
• Procuring energy with a priority on the use and development of local renewable resources
• Stimulating local job creation through various program development
• Promoting personal and community ownership of renewable resources
• Stabilizing long-term electricity rates for residents and businesses
- Portfolio Management
• The portfolio manager will also perform all required regulatory filings and data requests related to load forecasting, RA, power procurement, and greenhouse gas (GHG) emissions.
• After supplier selection, the provider will finalize contracts and monitor performance, ensuring the portfolio delivers the required long-term renewables, supports expansion throughout county, and captures opportunities in the agency market, other balancing authorities, and out-of-state markets.
• Provide load forecasting services, portfolio modeling, and ensure agency power supply meets state mandates and regulatory compliance for renewable energy, storage, long-term contracts, and resource adequacy.
- Risk Management Administration
• Selected service provider will help develop and participate in a risk management process, as well as produce, maintain, and publish reports tracking agency compliance with portfolio exposure, market risk and credit limits.
• Service provider will be expected to identify and present risk-mitigation strategies to agency risk management team and leadership.
• Particular attention will be paid to proposed approaches to manage the risk to rate competitiveness posed by the frequent act and incumbent utilities’ rate adjustments, and how to incorporate those approaches within agency procurement strategies.
• Service provider may also assist with drafting, implementing and complying with appropriate energy risk management policies and will assist agency management and staff in presenting various risk management reports and results to the agency board.
- Power Procurement
• Service provider will be expected to prepare and issue power supply RFOS and RFPS, negotiate power contracts on agency behalf, and assist agency in procuring all requisite energy, RA, capacity, renewable and GHG free products to meet agency power supply portfolio requirements while fully complying with applicable regulatory and legislative mandates, organization rules and practices, and agency program goals and objectives, including its enterprise risk management policy.
• The selected provider will create and issue comprehensive solicitation packages, including RFOS and RFPS, bid workbooks, and form transaction documents; manage competitive bidding for multi-year off-take agreements, rigorously evaluate responses, and negotiate bilateral power-purchase agreements that balance cost, compliance, and risk within agency enterprise-risk-management framework and organization rules.
