The vendor is required to provide immediate risk site consulting services from an environmental consulting and engineering firm with degreed professionals skilled in managing environmental investigations, mitigation, and clean-up projects.

1. Risk assessment:
• Use division policy, guidance, forms, and procedures to accurately classify the risk condition at assigned sites.
• Working with unit, district, section management and colleagues to prioritize sites and work tasks.
• Identify site conditions, data gaps, other characteristics, or information in each exposure pathway that contributes to the immediate risk status.
• Develop investigation strategies, risk mitigation, or remediation strategies for each exposure pathway causing immediate risk status.
2. Project planning:
• Develop a comprehensive project plan for each assigned site outlining.
• Obtain property and right-of-way access, as applicable, with the assistance of the unit iru Enforcement coordinators
• utilize established mechanisms to secure funding to accomplish the project plan, including:
o State “action plan” funding approval process
o Tank and soil removal contract
o Emergency mitigation contract
o Leaking underground storage tank triage process
o Dry cleaning triage process
o Indefinite scope, indefinite delivery (ISID) and construction contracting
o Processes developed in the future
3. Project oversight:
• Ensure that project work proceeds as planned.
• Although this typically means overseeing a professional or trade contractor it could also be that the project manager will have to conduct sampling and testing themselves.
o Directly oversee contractors in the field as needed
o Conduct periodic site inspections as needed
o Collect soil, vapor, and groundwater samples as needed
o Conduct field screening or testing as needed
• Complex data interpretation and database management
4. Documentation and reporting:
• All records created during the course of the work must be catalogued, handled, and preserved according to:
o Applicable record retention schedule
o Division electronic document handling procedures
o Directions from division management
• Project work must be documented in the ride database according to:
o Division policies and procedures
o Directions from division management
• Review work products from vendors for accuracy and compliance with appropriate work plan.
• Prepare summary documentation as directed.
• Maintain and report metrics as directed by the unit supervisor.
• Maintain all site data in the ride database for assigned sites according to established division policy and procedures and as directed by division management.
• As directed, be prepared to present summaries of site status, progress, and plans in writing or verbally either in person or via electronic means as appropriate for program objectives.
o Such presentations may be at peer review meetings, unit meetings, and section meetings.
5. Budget and tracking:
• Maintain a project budget with up-to-date knowledge of remaining funds available and expenses incurred
• Track all project expenses
• Review and approve project invoices
6. Health and safety:
• Prioritize and enforce health and safety protocols at the facility and site to protect workers, the public, and the environment
• Prepare job safety analyses or other evaluations to ensure safe operations
• Review and prepare, as necessary, site-specific health and safety plans
• Follow safety plans and directions from management as needed to ensure safe completion of work tasks
7. Stakeholder communication and community engagement:
• Communicate with various stakeholders, including property owners, regulatory agencies, local units of government, health agencies, community members, and the public.
• Keep them informed about project progress, potential risks, and mitigation measures.
• Conduct public outreach as needed (or directed by management) to engage with the local community to address concerns, answer questions, and build trust.

o Collect soil, vapor, and/or groundwater samples as needed
o Conduct field screening or testing as needed
o Conduct surveying and mapping
o Delivery or transportation of samples, equipment, or other materials
• Data interpretation and database maintenance
• Computer aided drafting (cad) or geographical information systems (GIS) tasks
• Other tasks as directed by the project manager or supervisor
2. Documentation and reporting:
• All records created during the course of the work must be catalogued, handled, and preserved according to:
