The Vendor is required to provide broker will work closely with the township in all aspects of employee benefits and risk management, including strategic planning, plan management, vendor renewals, contracts and compliance of our health and wellness benefit programs provided to active and retired employees and their dependents.
- Employee benefits broker / consulting firm will provide services to assist in the management and administration of the County’s employee and retiree benefit programs including the following:
• Medical
• Prescription Drug
• Dental
• Vision
• Life Insurance
• Accidental Death & Dismemberment Insurance
• Long-Term Disability
• Short-Term Disability
• Voluntary insurance programs
• Health Savings Accounts
• Employee Assistance Programs
- Consulting services may include, but are not limited to the following:
• Benefit plan design, cost trends and benchmarking
• Vendor bidding for insurance/administrative services
• Regulatory compliance assistance, including COBRA and HIPAA, and other legal requirements
• Financial analysis and self-insured rate development and composite rate development
• Retiree benefit design and retiree group medical plans
• Section 125 Flexible Spending Accounts
• Life Insurance and Accidental Death and Dismemberment Insurance
• Short-Term Disability and Long-Term Disability
• The Affordable Care Act, Compliance and Reporting
• Assist with day-to-day benefits concerns for employees / retirees
• Monthly benefits reporting and self-funded reconciliations
• Benefits analysis and cost projections for budget planning and labor negotiations
• Initial review and evaluations of plans
• Other services not otherwise listed
• Claims advocacy services
• Auditing of membership files
• Stop-Loss analysis
• Wellness programs

- Broker/Consultant will be responsible for the following tasks including, but not limited to:
• Provide customer service and assist staff and employees in problem resolution with providers, billing, advocacy for services, disputes, interpretation of services, changes, etc.
• Provide materials related to employee benefits programs designed to increase employee awareness of benefit plan options based upon bargaining unit.
• Develop materials for use at new employee on-boarding.
• Assisting with annual Open Enrollment presentations, including in-person and web-based presentations.
