The vendor is required to provide project management services for the planning, design oversight, and potential construction management of new office space or facilities.
- Support the county through first, pre-design evaluation, second, and if approved, design development and stakeholder engagement, and third, if approved, transition into construction management under an at-risk construction management model.
1. Pre-design services
• Conduct location feasibility analysis.
• Establish preliminary budget and schedule parameters.
• Define project delivery strategies.
• Coordinate with a project team composed of county staff, officials and commissioners.
• Present findings and recommendations to the board of commissioners.
2. Design services
• Provide oversight of design development in collaboration with architectural and engineering teams.
• Manage value engineering, estimating, and scheduling.
• Ensure compliance with local, state, and federal approvals.
• Facilitate stakeholder and board engagement, including presentations and written summaries.
• Coordinate and manage contracts with consultants and design professionals.
3. Construction services
• Public solicitation of bidding and oversight of subcontractors to establish a guaranteed maximum price
• Provide comprehensive construction management, including:
o Subcontractor onboarding and management.
o Site logistics and scheduling.
o Budget and financial controls.
o Contract administration.
o Quality assurance and safety oversight.
o Building commissioning and warranty services.
• Administer project under AIA a133 at-risk construction management or similar contract.
