The vendor is required to provide emergency management planning services for include:
• Emergency management planning services including continuity of operations planning (coop),
• Emergency management training services,
• Emergency management exercise design and implementation services,
• Research and evaluation of capabilities and best practices from training, planned events, and community emergencies.
- Emergency management planning services
• Develop, update, and edit emergency response plans, procedures, annexes, and reports, including specialized plans (e.g., pandemics, mass care, evacuation).
• Collaborate with county staff, partners, and community stakeholders to gather, analyze, and incorporate data.
• Conduct outreach, surveys, and educational campaigns to identify and address planning gaps, especially for vulnerable populations.
• Ensure plans comply with federal, state, and local guidelines
- Emergency management training services
• Develop and deliver curriculum and training on emergency preparedness topics.
• facilitate homeland security exercise and evaluation program (HSEEP) exercises and create training campaigns for targeted populations.
• Deliver department and federally approved courses; maintain required certifications.
• Customize curriculum and delivery methods (in-person, virtual, web-based) with supporting materials and student certification.
• Coordinate logistics, registration, facilities, and materials in collaboration with county and partner agencies.
- Emergency management exercise design and implementation services
• Design, develop, and execute exercises in compliance with national incident management system (NIMS) and HSEEP.
• Coordinate planning meetings, scenarios, and supporting documentation.
• Train and manage exercise staff (controllers, evaluators, facilitators).
• Conduct hotwashes, prepare after-action reports (AARs) and improvement plans, and manage exercise logistics.
• Support multi-agency preparedness exercises at local, state, and national levels.
- Research and evaluation of capabilities and best practices from training, planned events, and community emergencies
• Research best practices at local, state, and national levels to improve county capabilities.
• Conduct AARs and develop improvement plans based on training, events, and emergencies.
