The vendor required to provide permanent supportive housing (PSH) consulting program development, strategic guidance, and implementation support for the county’s PSH initiatives aimed at reducing homelessness and supporting adults with serious mental illness (SMI) in state.
• Office is committed to expanding access to affordable housing and supportive services for adults experiencing homelessness or at risk of homelessness who have serious mental illness (SMI) diagnosis in state.
• Department has awarded fy2024 general funds for the development of permanent supportive housing (PSH) in order to increase the regional supply of quality PSH for very low-income adults with SMI (“target population”).
• Permanent supportive housing initiative aims to provide long-term housing solutions coupled with essential tenancy services.
• PSH programs have proven to be effective in improving outcomes.
• The design, implementation, and management of these programs require specialized expertise to ensure success.
• PSH capital funding will be used for development projects, structured where a provider would manage units, of appropriate low-income housing for the population.
• Projects must:
o Be ready for occupancy on or before December 31, 2028.
o Produce 0br, 1br and 2br affordable rental units for use as PSH;
o Does not have a disability set-aside or preference in more than twenty-five (25%) of total units;
o Offer a PSH leasing preference up to ten percent (10%) of units in the project for households in which the head has a SMI.
