The Vendor is required to provide consultant services supporting the City’s preparation for major upcoming events, internal coordination, policy development, and strategic planning.
- Consultant will support City, with an emphasis on improving coordination across departments, supporting timely project delivery, and strengthening governance of key City assets.
- The work requires a strong familiarity with local governmental organizational structure and adopted policy environment, as well as proficiency in developing civic partnerships to ensure efficiency, continuity, and trusted relationships across the organization.
- Major Event Coordination
o Support city-side coordination for world cup 2026, super bowl 2027 and Olympics la28, focusing on internal readiness and supporting external representation.
o Develop and implement an internal coordination framework integrating permitting, public safety, mobility, communications, and interdepartmental workflows.
o Facilitate regular interdepartmental meetings, ensuring alignment, accountability, and progress tracking across divisions.
o Assist the city manager’s office in maintaining key project timelines, briefing materials, and council updates.
o Coordinate closely with other consultants to ensure smooth handoffs and consistent communication.
- Pier and Beach Governance and Leasing Strategy
o Support the city manager’s office and pier leadership in managing and aligning the diverse interests of tenants, concessionaires, city departments, and community stakeholders on the pier and beach.
o Help the city develop a curated leasing strategy for tenancy controlled by the city, ensuring a balanced mix that reflects community values, operational sustainability, and financial responsibility.
o Facilitate meetings, workshops, and communications that guide decision-making and build consensus among stakeholders.
o Provide leadership and continuity in guiding discussions, maintaining progress, and managing competing interests to ensure effective collaboration.
o Assist city staff in preparing policy updates or recommendations but avoid producing lengthy plans or governance studies; the city will lead overall framework development.
- Partner and Institutional Coordination
o Strengthen collaboration among key institutional and community partners, including dtsm, smc, SMTT, and the pier corporation.
o Facilitate coordination meetings, document decisions, and track follow-up actions to ensure execution and accountability.
o Develop simple, repeatable tools or templates for internal and cross-agency coordination.
o Identify opportunities for shared programming or joint initiatives that reinforce city priorities and enhance community benefit.
- Special Projects and Facilities Planning
o Provide targeted support for priority projects identified by the city manager’s office, such as governance transitions, event logistics, or interagency coordination.
o Assist with site or facility evaluations, stakeholder engagement, and preparation of executive-level recommendations.
o Integrate facility and program planning with broader city goals for sustainability, inclusion, and community well-being.
