The vendor required to provide municipal emergency management plan (MEMP) while sharing a single regional emergency management plan (REMP).
- Regional review
• The consultant will evaluate existing regional emergency management processes and identify the individual needs and expectations of each municipality.
• This work will include interviews, document reviews, and other data-gathering methods as appropriate.
• The consultant will assess current practices against other regional emergency management models throughout state and recommend the most suitable model for the region (e.g., independent, hybrid, or fully regionalized).
• The recommendation must also identify any associated requirements necessary for the selected model to function effectively (e.g., formal agreements, bylaw amendments, cost-sharing structures).
- Regional emergency management plan update
• Using the recommended model, the consultant will update the REMP with a strong focus on planning and preparedness functions, while ensuring response and incident coordination are clearly documented.
• If required, draft formal agreements or bylaw amendments will also be developed during this phase.
• The draft REMP and supporting documents will be provided first to the project team for review and approval, followed by endorsement from the intermunicipal committee.
• The final REMP must be independently approved by each municipality’s council.
