The vendor required to provide consultant services of residential accessibility modification program (RAMP) is to eliminate physical barriers and improve accessibility through home modifications such as ramps, widened doorways, grab bars, accessible bathrooms, or other improvements that facilitate independent living.
a. Program administration
• Manage program operations in accordance with permanent local housing allocation (PLHA) and city guidelines.
• Develop and maintain program forms, applications, and administrative procedures.
• Maintain accurate and up-to-date program files and records.
• Provide regular reporting to city staff on program progress and expenditures.
b. Applicant intake and eligibility verification
• Market the program to eligible residents.
• Coordinate with other city staff and departments with similar initiatives to market the program and solicit applications.
• Manage the waiting list and process applications on a first-come, first-served basis.
• Verify household income, property ownership, and eligibility per PLHA and program criteria.
• Conduct intake interviews and property assessments as needed.
c. Construction and contractor coordination
• Prepare scope of work for each approved project, ensuring compliance with accessibility standards.
• Obtain contractor bids in accordance with city procurement policies.
• Review bids and recommend contractor selection to the applicant.
• Monitor construction progress and conduct inspections to ensure satisfactory completion.
d. Financial management
• Track and manage project budgets, grant disbursements, and invoices.
• Ensure funds are used solely for eligible costs under PLHA guidelines.
• Provide financial and performance reports to the city in required formats.
e. Compliance and reporting
• Ensure compliance with PLHA, and applicable state and local housing regulations.
• Maintain all documentation required for program monitoring and audits.
• Submit quarterly and annual performance reports to the city.
f. Customer service
• Serve as the primary point of contact for applicants.
• Provide ongoing communication, updates, and assistance throughout the modification process.
