The vendor required to provide consulting services for include:
1. Project initiation and work plan development
• Conduct a kickoff meeting with department staff to review the project scope, objectives, communication protocols, and schedule expectations.
• Review prior consolidated plan, annual action plans, citizen participation plan, and related data.
• Develop a detailed project work plan and timeline, identifying all milestones, deliverables, and responsible parties, for county approval within ten (10) business days of contract execution.
• Establish clear communication channels and assign points of contact for ongoing coordination.
2. Community engagement and public participation
• Design and implement a public engagement strategy in collaboration with department staff, consistent with department citizen participation requirements (24 cfr part 91, subpart b).
• Plan, coordinate, and facilitate community meetings, stakeholder sessions, and public hearings jointly with county staff.
• Prepare all notices, agendas, sign-in sheets, meeting summaries, and documentation required for department compliance.
• Ensure inclusive participation, with targeted outreach to low- and moderate-income residents, minority and non-English-speaking populations, and other underrepresented communities.
• Provide all outreach materials to department for review and approval prior to distribution or publication.
3. Data collection, analysis, and market assessment
• Collect and analyze demographic, housing, and socioeconomic data using department -provided datasets, census, data, and other local sources.
• Prepare a comprehensive housing market analysis and needs assessment in accordance with 24 cfr §91.205 and §91.210.
• Present all data in both narrative and graphic formats suitable for department submission and public dissemination.
• Review interim analyses with department staff for input and verification before drafting formal plan sections.
4. Draft plan preparation and submission
• Prepare the draft 2026–2030 consolidated plan, citizen participation plan, and program year 2026 annual action plan using department econ planning suite.
• Submit the draft plans to department by march 17, 2026, for comprehensive staff review.
• Facilitate the required public comment period and public hearings, incorporating feedback from county staff and the public.
• All revisions and responses to comments must be reviewed and approved by department staff before forwarding to county leadership.
5. Final plan completion and council presentation
• Deliver final, department -compliant plans to department by march 31, 2026.
• Collaborate with department staff to prepare presentation materials, talking points, and briefing summaries for county council.
• Assist county staff in presenting the plans for council review and approval no later than April 2026.

• Incorporate any final edits or comments directed by council or county administration and prepare the final department submission package.
6. Compliance, documentation, and coordination
• Ensure that all work complies with department consolidated plan regulations (24 cfr part 91) and the county’s procurement, contracting, and reporting standards. maintain a comprehensive project record, including correspondence, data files, meeting materials, and approvals, for audit and monitoring purposes.
• Provide regular written status reports to department summarizing accomplishments, issues, and next steps.
• No external distribution, publication, or submission of materials shall occur without prior written authorization from department staff.
