The Vendor is required to provide consultant to develop a customized emergency coordination centre (ECC) training program.
- The ECC operates under four activation levels – routine operations, active monitoring, partial activation, full activation that align with the department structure.
- Through public outreach and education, county agency promotes emergency awareness, readiness, and community resilience.
- Objective
• Creating clear, concise, and functional position checklists and training materials specific to each ECC role.
• Delivering instructor-led training sessions for each identified position.
• Designing and delivering an on-line training program for staff to self-study or rewatch for comfort of their roles.
• Designing and facilitating a two-day immersive functional exercise upon completion of training to reinforce learning and operational readiness.
- Extensive and practical experience with the Incident Command System (ICS).
- A proven track record of active participation in multiple emergency activations, spanning various activation levels such as partial, full, virtual, in-person, and hybrid operations.
- Strong instructional design capabilities with demonstrated experience delivering emergency management programs.
- Regular virtual progress meetings will be scheduled at mutually agreed intervals to ensure ongoing communication and timely issue resolution.
- One virtual wrap-up meeting following submission of training materials to confirm completeness, ensure consistency across all ECC roles, verify compliance with accessibility standards, and facilitate a smooth transition of materials and knowledge to municipal staff.
