Grant Management Services

The Vendor is required to provide professional grant management services to assist state, local, and tribal governments with the administration, implementation, monitoring, and closeout of grant-funded projects approved under federal or state grant programs.
- Ensure State, local, and tribal governments perform proper procurement operations by following all applicable Federal, State, and/or local procurement regulations, applying the most restrictive requirements when multiple regulations apply
- Develop contracts that comply with all applicable federal, state, and/or local laws, regulations, and statutory requirements necessary to hire eligible and qualified contractors under the applicable grant program
- Manage and monitor grant-funded projects to ensure all work is completed in accordance with the approved scope of work and within established project deadlines, including work performed by contractors or through force account labor
- Assist State, local, and tribal governments with financial management of grant-funded projects, including monitoring project costs for eligibility and reasonableness and assisting with tracking and payment of eligible grant-related expenses
- Develop formal appeals on behalf of State, local, and/or tribal governments to address grant determinations that are factually inaccurate or where regulations have been improperly applied
- Designing, developing, implementing, and interpreting grant or assistance management policies, procedures, and practices
- Providing training, technical assistance, oversight, ethics guidance, expertise, and consultation to program officials, awardees, review panels, applicants, recipients, and sub recipients, as needed
- Reviewing and evaluating the adequacy and effectiveness of grant or assistance policies and procedures.
