The Vendor is required to provide professional grant management and program support services to assist agency in the administration of the emergency management performance grant (“EMPG”) program funded by the federal emergency management agency (“FEMA”).
- Services Include:
• Grant file clean-up and reconciliation
o Review existing EMPG project files for completeness and accuracy
o Identify and correct data or documentation gaps
o Ensure all expenditures and activities align with approved grant guidance and allowable costs
• Process improvement and streamlining
o Assess current EMPG workflow, from application through closeout
o Recommend and implement improved processes, templates, and tracking tools to enhance efficiency and reduce administrative delays.
o Develop documentation to support a standardized EMPG process guide for staff
• Grant monitoring and compliance
o Conduct internal review of project progress, deliverables, and financial reporting
o Ensure compliance with FEMA EMPG guidance, and applicable state grant management statutes and State Grants Management policies
o Prepare materials to support state and federal monitoring and audits
• Program Management and Reporting Support
o Assist with quarterly performance reports, financial status reports, and other documentation required by FEMA or state leadership
o Track project timelines and deliverables to ensure timely completion
o Coordinate with program staff, sub recipients, and other stakeholders to resolve issues and maintain progress
• Future grant cycle preparation
o Support development and submission of upcoming EMPG grant applications
o Create tools and reference materials to maintain long-term program efficiency and compliance
