The Vendor is required to provide external expertise in video and multi-media services to support government communications activities.
- Services include:
• Analyzing needs and assisting with development of concepts for the videos;
• Providing expertise and creative input in terms of location, lighting participants, style of shooting, scripting;
• Provision/operation of all required Equipment; DVD/USB or drop services outputs if required, studio facilities, professional voice models for audio tracks, electronic files for websites;
• Provision of creative mock-ups or story boards prior to the video development stage, provision of creative options or “skins” for the web-based delivery platform;
• Pre- and post-production and editing of videos, video clips, audio tracks;
• Visual enhancements to the videos such as graphics, artwork, music, stock photos or film footage;
• Broadcast quality video production with full HD shooting and editing capabilities;
• Production of supporting documents for projects including planning documents, functional and technical specifications, provide full documentation and training for any applications or tools developed or provided, budget estimates, delivery schedules;
• A post production process which outlines the number of edits within the scope of the project (example: 3 rough cuts, 1 final cut); and
• Design services or custom development for the Internet and other media.
• All graphic, video and audio files relating to the project, in a PC compatible format;
• All final produced videos;
• All photos, video and HD footage relating to the project; and
• Documentation of all usage and image rights agreements negotiated on behalf for the purchaser.
