The vendor is required to provide marketing and public relations services to (1) further develop its public relations strategy, (2) to build on its existing “home of the extra mile” core messaging and marketing content, and (3) to develop and execute a social media management plan.
- Public relations, marketing, and social media management requirements.
1. Public relations
• Develop and manage a strategic public relations plan.
• Distribute content via various methods to include, but not limited to:
1. Press releases and media kits
2. Digital and print ads
3. Newsletters and blogs
4. Editorials
5. Video
6. Website
7. Email
8. Other, as requested
• Produce created content with a focus to optimize SEO
• Foster media relationships and secure press coverage
2. General marketing and creative services.
• Develop a high quality, comprehensive marketing plan
• Ensure marketing content is consistently driven by authority “home of the extra mile” existing core messaging across all platforms
• Provide branding consultation as necessary
• Identify new trends and methods of connecting with authority target audiences
• Develop and execute campaigns that include tactics for owned, earned, and paid media
• Develop creative assets, including graphics, program names, logos, etc. as needed
• Assist with creation of press releases, media kits, digital and print ads, newsletters and blogs, editorials, videos, website content, emails, and other materials, as requested
• Provide artistic or technical assistance, as needed
• Establish, track, and report key performance indicators (KPIS) for campaigns
• Provide monthly performance analytics and recommendations
• Adjust strategies based on data-driven insights
3. Social media management
• Develop a comprehensive social media strategy
• Manage and create content for social media platforms (LinkedIn, Facebook, X, BlueSky, YouTube, etc.)
• Engage with audiences and respond to inquiries and comments
• Grow number of followers through strategic engagement
• Monitor and report on social media analytics and trends - Administrative requirements
• Provide a dedicated account manager with excellent written and communication skills to meet with the authority project lead on a weekly basis
• Time and cost estimates shall be provided for approval by the authority prior to work being started.
• The successful offeror(s) shall keep the authority informed of work in progress and review drafts of such work with the authority through its executive director or assignee prior to expenditure
• The authority shall, in its sole discretion, have complete and absolute authority over the content and style of advertising, public relations, and marketing and promotion material produced
• The successful offeror(s) shall be responsible for obtaining the following:
a. All releases, licenses, permits and other authorizations needed to use photographs, names, likenesses, endorsements, and testimonials in proper form;
b. All assignments and licenses of copyrights for copyrightable materials, artwork, sound recordings, audio visual works, motion pictures and the like; and
c. Legal authorization and clearance for use of any other property rights belonging to third parties in the authority advertising
- Reporting requirements
• The successful offeror(s) shall provide monthly reports showing data collection, analytics and measurements and provide recommendations on how to increase optimization.
• The successful offeror(s) shall provide supporting documentation with each monthly invoice.
