The vendor is required to provide a strategic marketing and advertising agency to support its national marketing and communication efforts.
- Provide bilingual advertising, branding, and media planning services, ensuring the successful execution of integrated campaigns across traditional and digital media.
- The successful proponent will provide:
• Marketing and brand strategies, traditional and digital advertising
• Consultation, development, and execution of strategic corporate and client-focused campaigns.
• Strategic consultancy providing guidance, information, and forward-looking insights enabling informed decision-making.
• Media planning, buying, and optimization.
• Development of analytics, tracking, and performance measurement (including ROI).
• Content marketing (SEO, email marketing, social media, etc.).
• Creative design

- As a crown corporation with various business lines, several targeted campaigns may run at various times, in some cases concurrently.
- The integration of all projects to ensure efficient and cohesive national campaigns by maximizing synergies between individual strategies and corporate-wide opportunities.
- The services provided by the proponent will range from the provision of strategic advice to creative services.
- The work will include but is not limited to the following:
• Act as a strategic consultant to corporation in all matters related to integrated marketing, advertising, social media, and branding campaigns.
• The proponent will develop customized strategies to raise corporation profile as country voice on housing and recommend ways to optimize corporation advertising budget, including the identification of the best media and sources to reach intended audiences and develop digital, traditional, and social media campaigns.
• Provide a range of creative, production management, and media services related to the creation, implementation, management, and evaluation of campaigns such as social media optimization and interpretation of metrics followed by recommendations, etc.
• Arrange for, place, and optimize advertisements in the selected media and venues in a cost effective and timely manner in accordance with the approved media plan.
• Provide post-placement services to confirm advertisements and other related services were carried out as per the approved media plan and hit performance targets.
• The effectiveness of advertisement and social media campaigns using proven and comprehensive methodology and metrics in a timely manner.
• At the end of the campaign, the proponent must provide a full post-campaign analysis including interpretation of metrics, performance in relation to targets, and strategic recommendations.
• The proponent will also source and manage contracts with other media such as search engines, social media platforms, influencers, and outreach organizations, programmatic advertisers, and niche sites.
• When appropriate, the proponent will seek to negotiate added value from chosen media outlets, such as blogs and social media shares.
• Provide corporation with regular reporting and quarterly and annual reports outlining all services handled or dispensed during the year.
- The total budget for the full five (5) years is up to $5,000,000 (excluding taxes).
