The vendor is required to provide specified marketing and auction services required for the successful sale of approximately twenty-five (25) parcels of borough owned lands.
- Live public outcry and simulcast online auction:
a. Agency will facilitate the following functions:
• Provide access to parcels for obtaining photos and related information necessary for the required marketing.
• Provide a confirmed list of approved sale parcels prior to the sale.
• Provide minimum bid or reserve amounts for each parcel to be sold.
• Provide land sale information available to the public via the agency land sale hub.
• Provide brief exhibits of parcels to be auctioned via brochure.
• Provide parcel information and exhibits for marketing purposes.
• Prepare purchase and sale agreements and obtain buyer signatures for all parcels sold.
• Provide staff to act as cashiers for the collection of any sale related monies.
• Facilitate closing, seller financing, and transfer of all parcels sold.
b. The selected firm will be responsible for providing sufficient personnel (a minimum of one auctioneer, licensed state real estate broker, one clerk and staff) to handle the following aspects of the live auction:
• Develop and implement an agency -approved marketing plan for all identified sale parcels.
• Print, digital, and social media marketing targeting agency residents must be incorporated as part of the marketing strategy.
• Marketing must include the listing of all identified sale parcels on the local multiple listing service for a minimum of 30 days prior to the sale by a licensed real estate agent and associated broker.
• Physically post signage advertising all road accessible properties for sale 30 days prior to the sale.
• Register all bidders using the approved bidder registration form and any other required documentation.
• Online bidders must pre-register and be adequately vetted by the auction firm prior to receiving a bidder number.
• Vetting process must be approved by the borough and completed by the contractor.
• Actively maintain a current list of all registered and approved in-person and online bidders.
• Provide, set up, and take down all necessary equipment and it related support required by the firm to conduct the live auction.
• Provide live online and phone bidding services support related to the live auction.
• Issue bidder number cards (provided by firm).
• Make all pre-auction announcements.
• Conduct the live public outcry and simulcast online auction the day of sale.
• Facilitate and track all bidders and bids.
• Accurately document winning and second position bids and provide numbered receipts.
• Digitally record the live auction event.
• Provide deliverables as defined and by the due dates listed below.
• Represent agency and the sale parcels in a professional manner.
c. Live public outcry and simulcast online auction deliverables:
• Immediately upon close of a sold parcel:
o Provide appropriate agency staff with a bid receipt containing the parcel number, winning bid amount, bidder’s name as shown on bid registration and bidder’s number.
• At the end of the live auction:
o All original bidder registration forms and approved power of attorney documents, bidder registration list and copies of each numbered sales receipt.
o These receipts must show the parcel number, bid amount, bidder’s name, and bidder's number.
- Secondary online-only auction:
a. Agency will facilitate the following functions:
• Provide a confirmed list of approved sale parcels prior to the sale.
• Provide minimum bid or reserve amounts for each parcel to be sold.
• Provide land sale information available to the public via the agency land sale hub.
• Provide brief exhibits of parcels to be auctioned via brochure.
• Provide parcel information and exhibits for marketing purposes.
• Prepare purchase and sale agreements and obtain buyer signatures for all parcels sold.
• Collection of sale related monies after the close of the sale.
• Facilitate closing, seller financing, and transfer of all parcels sold.
b. The selected firm will be responsible for providing sufficient personnel (a minimum of one auctioneer, licensed state real estate broker) to manage the following aspects of the auction:
• Register and pre-register and properly verify all online bidders using the bidder registration form and any other required documentation as may be required to properly verify the identity of online bidders.
• Issue unique bidder numbers (provided by firm) to track all online bidding activity.
• Develop and implement the online auction platform required for the previewing of parcels, online bidding, tracking of bids and awarding the winning bid upon close of the auction.
• Conduct all aspects of the online-only auction.
• Actively market the potential bid parcels for sale throughout the online-only auction, including continued multiple listing service exposure for all parcels not sold as part of the live auction.
• Provide online bidding services coordinated with the online-only auction.
• Facilitate and track all bidders and bids.
• Develop a bidding policy for extensions to the close of the online-only auction time in the event of multiple active bidders and to prevent the use of online bidding software.
• Provide, set up, and take down all necessary equipment required by the firm.
• Provide deliverables as defined and by the due dates listed below.
• Represent agency and the sale parcels in professional manner.
c. Secondary online-only auction deliverables:
• Immediately upon close of a sold parcel:
o Provide appropriate agency staff with a winning bid receipt containing the parcel number, bid amount, bidder’s name as shown on bid registration and bidder’s number.
• At the end of the online-only auction:
o All original bid registration forms and related documents, bidder registration list and copies of each numbered sales receipt.
o These receipts must show the parcel number, bid amount, bidder’s name, and bidder's number.
