The Vendor is required to provide the strategic plan is comprehensive, forward-thinking, and aligned with industry best practices and regional opportunities.
- The plan will include measurable outcomes to guide and track performance, and incorporate other long-term operating, budgetary, and planning documents already adopted by the authority.
- Provide expert consultation to agency throughout the strategic planning process, beginning with the establishment of a preliminary timeline through to the completion of a strategic plan when it may be recommended to the board of trustees for adoption by January 22, 2026. Describe your role, and the roles of agency staff and trustees.
- Provide the process and tools for engaging internal and external stakeholders to gather ideas, feedback and to synthesize information toward the development of the strategic plan.
- Agency is seeking a process that offers a variety of engagement methods in order to be more accessible and flexible to customers, community members and stakeholders.
- Provide how agency mission, vision, performance management program and existing plans may be assessed through the strategic planning process.
- Advise on the data that may be helpful in developing the strategic plan such as public transportation industry trends, financial, demographic and regional development data.
- Advise on the deliverables through the process from the consultant’s perspective as well as anything else that may be relevant to the engagement.
