The Vendor is required to provide the arts and culture strategic master plan will incorporate several components including an identification and quantification of the regions’ creative and historical assets, analysis of the economic impacts of arts and culture, and development of specific recommendations on activities to leverage those assets.
- Updates will include a reassessment of vision items and identified assets to integrate any new or emerging information or initiatives, reevaluation of the branding and promotion associated with the heritage area, and evaluation of previous, ongoing, and new implementation actions.
- The Arts and Culture Strategic Master Plan include:
• Establish a vision, goals, and objectives for the master plan
• Develop strategic recommendations and actionable strategies that include both short-term and long-term priorities
• Facilitate a community engagement process, including a diverse range of stakeholders within the arts and culture sector and related industries.
• Research case studies of successful programs, processes, and/or initiatives in comparable locations
• Provide a thorough inventory, mapping, and assessment of the region’s arts and cultural assets, gaps and opportunities
• Develop a social and economic impact assessment to help the community understand the relationship between arts, culture and the greater economy
• Identify opportunities for growth, collaboration, and innovation within the arts and cultural ecosystem.
• Refine and update the county area heritage area's interpretive themes to ensure they tell the full story of the region and embrace the entire range of potential sites and resources.
• Conduct a targeted marketing analysis to identify key audiences and optimize outreach strategies for enhanced engagement and impact.
• Development of an engaging plan that includes photographs, infographics, data visualizations, an online presence.
• Create an interactive element that presents the plan information.
• Vision and goals development: in close collaboration with the steering committee and informed by comprehensive community and stakeholder engagement, the consultant will define/refine a vision, thematic goals, and objectives that will serve as the foundation for the arts and culture strategic master plan.
• Review existing information: the consultant will review past and present plans, studies, programs, policies, funding, maps, data, and projects, etc. related to arts and culture in the two counties.
• The consultant will analyze this information to help the counties understand the current and evolving needs of the arts and culture sector moving forward.
• Identify & evaluate arts and cultural resources: the inventory will explore a wide range of resources, including but not limited to performing arts, visual arts, media arts, culinary arts, arts-related businesses, events and festivals, venues, museums and cultural facilities, historic/cultural sites and societies, ethnic heritage, etc. this should include but is not limited to a high-level assessment of existing resources to evaluate their current utilization patterns.
• Create an arts and cultural asset database: the consultant will develop a user-friendly list, infographics, and map(s) of arts and cultural resources and organizations across counties.
• This inventory should utilize various data sources and consider different geographic levels. - Budget: $200,000.
