• Initial engagement with agency board of directors and community stakeholders
• Environmental scan (community needs assessment, swot, relevant data review)
• Stakeholder consultation (public meetings, interviews, or surveys)
• Development of strategic priorities aligned with agency mission and mandate
• Drafting of the strategic plan document, including:
o Vision, mission, and values review
o Strategic priorities and goals
o High-level actions and initiatives
o Suggested performance indicators
o Implementation roadmap (roles, timing, potential partnerships)
• Presentation to the board and revisions based on feedback.
