The Vendor is required to provide precision media planning, design, and purchasing services to complete the following type of media services:
• Print and Digital Outreach materials
• Advertisements
• Fact Sheets and Infographics
• Digital Marketing and Advertising
• OTT (Over-the-Top) and CTV (Connected TV)
• Social Media Marketing
- Given the evolving media landscape and the restrictions on public offices regarding direct social media advertising, the office seeks a qualified media buying firm to plan and execute digital outreach that reach residents in a more targeted, effective manner.
- The county anticipates spending approximately $50,000 per year for the required services.
- Deliver tailored messages directly into specific households, such as promoting family-friendly events to parents, notifying seniors about Social Security seminars, or informing residents about public safety issues in their neighborhood.
- Media buying and paid communications services under this contract include or relate to campaigning for, electioneering, or other political activities relating to election to public office.
- Precision Media Planning and Buying Requirements
• Contractor shall purchase and manage media across digital platforms, including but not limited to the following:
• Hulu
• YouTube
• Roku
• ESPN streaming
• ABC streaming
• Other OTT/CTV services.
- advanced data tools to target specific households based on demographics, interests, and viewing habits (e.g., parents with children, seniors, veterans).
- Targeted Outreach Execution Requirements
• Custom messaging to distinct groups, such as: parents for family events and school initiatives; seniors for Social Security seminars and senior housing resources.
- Performance Reporting Requirements
• Provide detailed analytics, including reach, impressions, engagement, and audience breakdowns by category.
- Strategic Guidance
• Offer recommendations on optimizing delivery across platforms and audiences for maximum impact.
- Content Distribution Support
• Ensure all creative content meets technical specifications for platforms and is effectively distributed.
- Provide a comprehensive Media Placement Plan tailored to the Supervisor’s communication priorities.
- Provide Monthly Performance and Reach Reports detailing metrics by audience segment.
- Provide a Final Outreach Report summarizing results, audience engagement, and cost-effectiveness.
