The Vendor is required to provide media planning and buying services for department.
- The following broad objectives have been identified:
• Increase unaided awareness of the islands in state as a luxury destination through targeted and tracked advertising and marketing promotions, whilst achieving annual visitation targets
• Return state to a growth market
• Grow repeat visitation and flattening seasonality
• Enhance the destination’s position in the state market and keep islands ‘top of mind’ when consumers are making vacation plans.
• Address any negative perceptions, and close perception gaps
1. How to change the perception that islands vacation is more attainable?
2. Perceived lack of activities to do on-island.
• Facilitate services for media planning and buying for all media – digital, programmatic, video, TV, connected TV, search, print, ooh, radio, print, travel trade, mice, OTA’S, promotions, partnerships.
• Develop key partnerships with appropriate brands (including travel) that align with the islands brand.
- Strategic planning services
• Evaluate existing advertising strategy and identify gaps, areas for improvement, audiences to consider and strategic issues not covered
• Share relevant industry, consumer and travel trends and insights quarterly, along with an annual competitive analysis.
- Media planning services
• Develop and implement successful media plan to achieve objectives within given budget
• Identify efficiencies in media placements
• Submit planning costs and discuss suggested buying strategies with department
• Submit negotiated purchases for approval and authorization to department
• Assist in the planning of marketing and advertising needs as required
• Strategic / planning meetings with department (maximum quarterly).
• Submit plans for approval including time schedules, planning costs, negotiated purchase, media, etc.
- Media buying services
• Negotiate with all vendors for low cost, affordability and transparency (to ensure department receives value for money) that are necessary for the production or implementation of marketing related assets
• Coordinate contracts, estimates, back up documentation, invoices and vendor audits
• Handle invoice checking, reconciliation and payment
- Media tracking services
• Manage media materials traffic across all media, including digital, programmatic, video, connected
TV, search, print, ooh, radio, print, travel trade, mice, OTA’S, promotions, partnerships.
• Provide tracking mechanisms (dashboard) of paid media to enable reporting of results during and at end of campaigns
• Properly incorporate the content of advertisements into mechanical or other appropriate forms of reproduction and forwarding them with proper instructions for processing
• Supervise and direct the preparation and production of advertisements
- Media management services
• Provide support/management for all traditional, digital and emerging mediums
• Operate as department media expert
• Provide high level of commitment to client service in terms of quality, transparency, thoroughness of strategic approach, follow-through and timely communication
• Verify and make timely payment to third parties supplying goods and services
• Deliver monthly campaign reports
• Provide support and collaboration with department other marketing agencies, including state PR and global creative
• Meetings with department state to review results / budgets
• Manage given budgets and ensure approvals in advance of purchases.
• Developing of client requested POVS for media opportunities.
