The Vendor is required to provide marketing and advertising agencies to work with the agency health communications team regarding the agency program.
- This collaboration will consist of developing a sales and marketing strategy and executing the strategy to promote market entry and support enrollment goals.
- This includes developing a comprehensive campaign from market research and messaging to asset development and media buys.
- Perform all research necessary to support the effectiveness of agency marketing and advertising campaign and establish a sales strategy.
• This includes exploration of outreach to multiple audiences, including former medical members and community members who have not had prior agency health insurance.
• Obtain written approval from an authorized agency health representative for all work performed.
• Provide sufficient staff to meet work requirements from agency health and be responsive to agency health’s needs as requested.
• Set a meeting schedule that promotes collaboration between agency health and the agency, including project initiation and weekly progress meetings.
• Provide account supervision and documentation, and frequently communicate with agency health about the status and timeline of all projects.
• Produce mutually agreed-upon account management reports, including progress reports and budget reports itemized by project with transparent pricing.
• Respond to routine agency health calls/messages within one business day and urgent agency health calls/messages the same business day.
• Develop fully integrated campaigns that are rooted in market research and address both short-term and long-term outreach strategies.
• This includes outdoor/out-of-home, print, digital, direct mail, radio, TV and promotional products.
• Perform all production services to develop and deliver appropriate creative materials in accordance with an approved media schedule.
• Services include creative concepts, graphic design, photography, digital or electronic media creation, and stock image/video procurement.
• Prepare all mechanical art or acquire all necessary artwork and photographs that are required to produce ads and other materials.
• Produce other collateral materials in support of agency health’s campaigns.
• Share all artwork created for agency health under this proposal.
• Deliver all artwork to agency health in adobe in design, illustrator, Photoshop, premiere pro and after effects unless otherwise instructed by agency health.
• Work in conjunction with the agency health communications team to support the development of a media schedule quarterly (or more frequently if requested) and offer guidance regarding opportunities for agency health to take advantage of discounts, special promotions and added-value benefits.
• Field, evaluate and make recommendations to agency health about media placement.
• Handle media buying and placement, especially digital media, upon request and when designated for reimbursement as part of the signed agency work and contract.
• Provide input on how agency health may best measure the success of the campaign and various media placements.
• Create and use an approved performance measurement system to measure, analyze and report results of all campaign activities.
• Advise agency health about emerging technologies and media channels and provide related consulting services about such resources, as appropriate.
• Campaign messages and artwork must be developed in a fresh and creative manner while still adhering to agency and agency brand guidelines.
• Messages and artwork must be tested for effectiveness with target audiences, including testing for language and cultural alignment.
• Campaign materials must include English, Spanish and Vietnamese, and May selectively include Farsi, Arabic, Korean, Chinese and Russian.
• Materials must reflect the cultural and linguistic nuances of each language.
• No literal translations are permitted.
• Material must comply with all local, state and federal regulations governing health care marketing and advertising for agency plans.
• Material must be produced at the sixth-grade reading level or lower.
