- The plan must be flexible enough to help agency navigate any political and market changes that might occur during the plan while still providing an inspiring and strategic through line that will be true irrespective of the winds of change.
- We seek to create a strategic plan that leverages the building blocks we've already put in place to guide, clarify, and harmonize the work and focus of agency over the next two years.
- The plan's goals should inspire agency staff, contractors, and stakeholders, as we all provide a roadmap of activities that can be implemented to achieve those goals.
- We want the plan to be short enough to make it usable by staff, yet long enough to include narratives that inspire passion around our organizational direction. we think that a final plan of 5-10 pages maximum will achieve those two goals.
- Agency will produce a 1-page infographic of the final plan for external posting, distribution, and easy consumption.
- Ultimately, think of the plan as more of a compass than a turn-by-turn GPS.

- Agency strategic planning workshop will be held in person on November 20, beginning at 9:00 am and ending at noon, with an opportunity for a working lunch to wrap up.
- The audience of 50 attendees will be made up of the board of directors and executive staff.
- The facilitator is responsible for directing the agenda, announcing the presenters and speakers, and serving as the moderator for break-out and table sessions.
- The outcome of the workshop shall include:
• Validation and re-confirmation of the existing statements of agency vision, mission, and core values.
• Examination of the current operational environment and the identification of important external forces and trends that influence and impact agency ability to meet community and stakeholder expectations.
• Assessment of agency strengths, weaknesses, opportunities, and challenges.
• Development and prioritization of six or seven strategic goals around which key policy decisions can be evaluated, and important organizational and operational activities can be managed.
- October – distribute and analyze survey
• The consultant shall distribute the survey instruments to the agency board and executive staff and compile and organize the results in a manner that retains the confidentiality of the respondents.
- Early November – develop session agenda
• Based on the survey results, the consultant will work with the CEO and the ad hoc committee to finalize the workshop agenda.
- Session day
• The consultant will take detailed notes during the session, which will be shared with the CEO and executive management team.
- In January
• The CEO will submit for board approval a summary of the workshop outcomes, including a board vision and values statement and a two-year plan that will include priorities, specific objectives, and measurable goals that will drive future annual action plans and budgets.
