- Communications & advertising
• Provide full agency services, including marketing and communications consultation and planning, public relations, communications expertise, creative development, account management, production management, event management, media planning, procurement and analysis, stakeholder communications and execution of projects.
• Develop an overall strategy for advertising and promotions communicating agency core message.
• The agency should provide imaginative ideas and recommendations to assist agency.
• Develop marketing tactics to include industry and community buy-in for state recovery strategies.
• Provide strategic input, creative development, account management, media planning and buying and program implementation on media campaigns.
• Provide professional consultation regarding current and potential marketing channels (including, but not limited to, on-site, publications, marketing collateral materials, events, on-line, (SNS) social networking services e.g., Instagram, twitter, Facebook, YouTube, etc., direct mail).
• Develop crisis communications strategy and escalation processes for acute and large-scale emergency situations.
• Provides professional consultation to agency and state in overcoming any potential negative perception of state. - Metrics & reporting
• Provide a communications plan with budget projections and activities with clearly indicated key performance indicators (KPIS).
• Manage all daily activities through agency customer relationship management system.
• Draft monthly report that includes any and all success in product development, product placement, industry outreach, media and public relations, and other activities.
• Provide weekly reports to include but not limited to work performed, contacts, media buys, trade activities, marketing campaigns, and press coverage due on the Monday of each week.
• Provide a summary report at the end of the contract term.
• Ensure proper and accurate representation of chamoru culture, traditions, and arts.
- Public relations strategy, planning, and engagement
• Align public relations strategy with agency goals and brand.
• Tailor messaging framework to target audiences (tourists, partners, media, and local stakeholders).
• Calendar editorials for proactive media and content opportunities.
• Provide monthly/quarterly press releases for local events, campaigns, partnerships, and announcements.
• Distribute press releases via appropriate channels (newswires, direct media contacts).
• Provide custom media pitching to secure earned placements in high-impact publications.
• Facilitate interviews and media briefings with agency spokespeople.
• Plan and execute press conferences and media events (including run-of-show, logistics, and speaker coordination).

1. Accounting/administration/media
• Develop and manage event budget (provide agency with regular budget/accounting updates).
• Manage third-party goods and services where requested and approved in advance by agency.
• Organize and lead weekly work in progress update meetings with agency.
• Produce meeting minutes/summary.
• Coordinate placement of all advertising.
2. Local event management services
• Identify and secure vendor participation, and coordinate stage design and building.
• Coordinate lighting and stage décor, electrical requirements for the event, tents; all sound and lighting requirements and led screen usage.
• Coordinate, assist and secure all event vendors (food, beverage, arts, crafts, etc.).
• Secure all permits (road closure DPW, assembly, fire, etc.) needed for successful execution of event.
• Manage BBQ contest, recruiting participants, coordinate with MCA for criteria, judging, integration into overall event program, trophies, meat sponsor, etc.
• Identify and manage vendors (set up/breakdown).
• Assist with agency efforts to ensure public safety in coordination (GPD/GFD) and development of traffic control plans.
• Develop and manage event programs encompassing contests, participants, entertainment.
• Identify and hire event team to assist with logistical requirements of event.
• Coordinate volunteer meals.
• Clean-up of area post-event, removal of garbage, etc.
• Secure venue.
• Manage admission, registration, packet pickup, etc.
3. Sponsorship solicitation
• Develop sponsorship packet.
• Develop sponsorship agreement.
• Develop and manage sponsorship program (materials coordination, tracking sheet, solicitation of sponsors, administrative support).

• Develop overall look and feel for event promotional materials.
