The Vendor is required to provide strategic planning process to focus agency on excellence and growth for the next period of its existence and deliver a final strategic plan for the next two to five years.
- Initial assessment and data collection
• Conduct a comprehensive assessment of the current strategic position of office.
• Gather data from internal and external sources, including stakeholder interviews, surveys, and public data.
• Perform a SWOT analysis (strengths, weaknesses, opportunities, threats) to identify key areas for strategic focus.
- Stakeholder engagement
• Develop and implement a stakeholder engagement plan to include input from agency employees, partners, clients, and other key stakeholders.
• Facilitate workshops, focus groups, and interviews to gather diverse insights and perspectives.
• Ensure ongoing communication with the agency’s point of contact to align the strategic planning activities with agency expectations
- Strategic vision and goal setting
• Collaborate with agency leadership to refine the vision and mission statements.
• Help identify strategic goals and objectives that align with the vision and mission.
• Develop measurable and achievable key performance indicators (KPIs) for each strategic objective.
- Implementation planning
• Create a detailed implementation roadmap that includes timelines, milestones, required resources, and responsible parties.
• Outline the processes and tools needed for the successful execution of the strategic plan.
• Develop a change management plan to address potential resistance and facilitate smooth implementation.
- Monitoring and evaluation
• Propose a monitoring and evaluation framework to assess the progress towards strategic goals.
• Develop feedback mechanisms to collect data on the effectiveness of implemented strategies.
• Suggest periodic review and update cycles for the strategic plan to ensure it remains relevant and effective.
- Reporting and documentation
• Provide comprehensive strategic plan documentation, including background analysis, strategic framework, and implementation plans.
• Prepare executive summaries and detailed reports for stakeholders to facilitate understanding and buy-in.
• Ensure all deliverables are precise, professional, and presented in a format that meets the agency’s standards.
- Capacity building and training
• Offer training sessions for agency staff on strategic planning processes and tools.
• Assist in building internal capabilities to sustain strategic initiatives.
• Guide best practices for strategic management and continuous improvement.
- Final presentation and handover
• Present the final strategic plan to agency leadership and critical stakeholders.
• Facilitate a handover session to ensure agency staff are fully equipped to manage and implement the strategic plan.
• Provide post-implementation support options, including consultancy and troubleshooting services.
