The vendor is required to provide that aerial videography survey services to photography, videography, and survey data collection for environmental monitoring purposes.
- General aerial documentation requirements:
• Aerial survey and video documentation of hydrological flows at locations of interest, primarily located in counties.
• Imagery must include:
o Giro-stabilized or equivalent video capture
o Minimum resolution: 6 inches per pixel or better
o Acceptable file formats: .jpg or .jp2 (jpeg 2000), mp4 (4k video should be delivered in mp4 format using h.264 or h.265 compression.
o Other formats such as mov may be accepted upon prior approval.
o All files must be clearly labeled with date, time, and GPS metadata if available.
o Each vendor response must include samples of the types of videos that will be provided in actual service delivery.
• All data must be delivered to the city within 21 calendar days of flight via USB drive or secure online file delivery service approved by the city.
- Flight plan and schedule:
1. Initial survey flight:
• Includes participation of up to 3 city employees with usable views.
• Origin and return location: Waco regional airport (act).
2. Quarterly aerial flights (at least 4):
• Pre-approved schedule by city project manager.
• First video flight: survey of approximately 30 locations.
• Subsequent flights: survey of approximately 20 locations per flight.
• Locations to be identified using GPS coordinates or street addresses.
3. On-demand flights (storm events):
• Available with at least 12 hours' notice.
• Must accommodate up to 3 city employees with usable views.
• Origin and final return location: Waco regional airport (act).
- Equipment and methodology:
• Respondents must list:
o Airframe types and models for each proposed method (drone, helicopter, fixed-wing).
o Sensor types and stabilization technologies.
o A “menu” of available airframe and sensor combinations and their capabilities with corresponding pricing.
• Respondents may propose any flight methodology suitable to achieve the deliverables, subject to city approval.
• The city may choose multiple methodologies, including across multiple vendors, to achieve desired outcomes.
