The Vendor is required to provide a strategic planning consultant with significant experience working with public housing authorities, multi-family housing, and affordable housing programs to guide its board and executive staff in defining the organization’s long-term direction and in developing effective strategies to maximize the impact of its affordable housing programs for the foreseeable future.
- Micro-level Data Analysis / Legal Structure
• The data to be collected will include micro-level data that pertains directly to affordable housing and public housing.
• Previously formulated housing needs data and issues will be reviewed and analyzed, including, but not limited to, community housing needs studies, consolidated planning housing data, comprehensive plan housing elements, the department five-year plan, department /audit performance indicators, and previous agency goals and objectives.
• Such previous background information must be considered as key resources in formulating strategic housing issues, goals, and action plans.
• The organizational documents (bylaws, articles of incorporation, code of ethics, etc.) will also be reviewed.
- Macro-level Data Analysis
• The data to be collected will also include community and regional macro-level environmental data (economic, political, demographic, technological, social factors, etc.) that impact affordable housing, public housing, resident empowerment, and community building.
- Board/Executive Director Interviews
• Individual interviews may be conducted with the Executive Director (ED), select Board members, and key management team staff members before the initial site visit.
• If requested by the ED, additional stakeholders (staff, residents, business partners, and community leaders) might be interviewed as well.
• A structured survey document will be completed for each interviewee.
• A draft of the proposed survey questions will be disseminated to department for review and comment, and for the addition of other questions of special interest to the ED and/or Committee.
• Much of the emphasis in the survey will be on questions related to a strengths, weaknesses, opportunities, and threats analysis (SWOT Analysis), assessment of current goals and objectives, assessment of the internal and external influences on affordable housing, and initial perspectives on new strategic goals.
- Services include:
• Further develop relationships and participate in more local and regional strategies.
• Create a sustained pipeline of development that aligns with community needs and goals.
• Identify and leverage local, regional, and national resources to provide more affordable housing options.
• Control development and major construction costs and schedules.
• Increase program management capacity within the agency.
• Apply for additional vouchers and increase capacity with sophisticated management of department programs.
• Centralize and strengthen our services through Family Self-Sufficiency, homeownership, and other programs by forming a new business area to support program and property residents; helping to improve their quality of life and leading to increased long-term community stability.
• Find creative ways to improve department -VASH utilization despite ongoing VA funding and staffing issues.
• Utilize our moving to Work status to implement innovative activities to meet local needs.
• Improve and streamline communication between staff and the Board of Commissioners.
• Increase communication channels with the public, including legislative members, local organizations, voucher holders, tenants, and landlords.
• Focus on staff development and providing opportunities for growth within the agency through additional training, mentorship, and other programs.
• Continue to modernize our IT systems and improve agency efficiency through technology.
• Develop and implement safety and emergency responses.
• Continue to analyze property management needs and add third-party management when advantageous.
• Analyze pattern of annual property expenses and launch efforts to balance between properties while landing within business norms.
