Airport Strategic Business Plan Services

The vendor is required to provide airport strategic business plan for the period 2026–2031.
a. Project initiation and coordination
•    Kick-off meeting with airport leadership
•    Develop a project timeline with milestones and deliverables
•    Coordinate throughout the planning process with the airport's air service development (ASD) consultant
•    Engage the ASD consultant in discussions related to market analysis, route development, and business alignment
b. Data collection and executive summary
•    Conduct a comprehensive review of airport operations, leases, financials, infrastructure, and past plans
•    Provide a concise executive summary that highlights key findings, strategies, and recommendations
c. Stakeholder engagement
•    Interview internal and external stakeholders, including airport tenants, city departments, business leaders, and community partners
•    conduct at least one public outreach session or stakeholder workshop
d. Market and economic analysis
•    Assess regional demand, demographic trends, and air service opportunities
•    Identify opportunities for aeronautical and non-aeronautical business development
•    Collaborate with the ASD consultant on market forecasts, passenger demand modeling, and business case alignment
e. Financial review and strategy
•    Review current operating and capital budgets, funding sources, and rate structures
•    Recommend enhancements for financial sustainability
•    Develop revenue diversification strategies and explore new lines of business
f. Strategic framework
•    Develop vision, mission, values, and strategic goals
•    Identify key initiatives, measurable objectives, and performance indicators
•    Ensure alignment with FAA and state requirements
g. Implementation plan
•    Provide an actionable five-year roadmap
•    Include responsibilities, estimated costs, potential funding sources, and timelines
•    Establish tools for monitoring and measuring progress.
