The Vendor is required to provide the development of a marketing campaign to promote the agency animal shelter and adoptions center.
- Develop graphics, flyers, ads, print signage, photographs, and all other materials in line with center branding guides for use in print advertising targeted at city pet lovers and interested pet owners.
- The Marketing Campaigns:
• Craft a marketing plan focused on print platforms and advertising, with in-kind and pro bono services utilized with contractor's partner media agencies to expand into other platforms, if possible.
• Print platforms should include both traditional media as well as signage.
• Contractors will be considered based on the amount of services provided with this funding as well as in-kind services offered.
• Contractor shall create materials raising awareness of council and promotion programs that support responsible pet ownership.
• Work to ensure that approved messages are consistent throughout all communication channels.
• Promote a positive image of council animal shelter & adoptions, drawing in new customers through promotion of the adoptions program at the shelter.
• Applicant addressed each item listed in the work.
• Applicants should be detailed in their submittals, providing evidence and examples where necessary.
• Applicant provided a detailed budget and listing of deliverables.
• Council will want a cost estimate broken down across all levels of the campaign, including potential development and research.
• Council prefers an applicant who is able to allocate most of the awarded funds towards the purchasing and procurement of physical advertising.
• Applicant provided a timeline to complete their proposal and full marketing campaign.
• Specifics regarding both length and time of the year to launch and roll out the campaign will be considered.
• Applicant provided a comprehensive list of skills and

• Council will prioritize applicants who are able to showcase an understanding of the diverse city market and address non-English speaking audiences.
• Applicant provided adequate work samples and background description as it relates to the work.
• Preference will be given to those with experience working with those in the animal welfare industry.
• Applicant provides adequate description and understanding of animal welfare and shelter needs in the city area.
• An open-intake municipal shelter like council has a unique set of challenges and needs, as compared to a private shelter or rescue, and council will seek an applicant who expresses an understanding of these needs.
• Applicant addresses "in-kind" services available.
• This campaign's primary focus is print; any media advertising beyond this scope will be covered through in-kind services and not as part of the paid campaign.
