The vendor is required to provide marketing and communications consulting firm or firms to perform the full range of services related to strategic communications, brand development, media relations, state government communication, digital marketing, stakeholder engagement, and promotional support, all aimed at positioning state as a premier destination for life sciences innovation, investment, and industry growth.
1. Strategic communications planning
• Execute a strategic communications plan aligned with the goals of raising awareness of the unique attributes state brings to the life science sector.
• Execute the marketing strategic plan to target audiences to include local, regional and national audiences, life science industry, investors and government officials.
• Coordinate messaging with key stakeholders of the organization including government, research institutions, industry associations, funding recipients and life science companies, and private partners.
2. Marketing and brand development
• Develop or refine a compelling brand identity tailored to the life sciences sector.
• Produce marketing collateral (print, digital, video) to promote the regions and organization’s assets: research institutions, workforce, incentives, infrastructure.
• Update and manage the agency website, including SEO and SERPS brochures, investor kits, and thought leadership content.
3. Digital marketing and content
• Maintain editorial calendars for web, blog, newsletter, and social media (LinkedIn, twitter and x, etc.).
• Develop sector-specific content such as:
o Company spotlights
o Success stories
o Workforce development programs
o Research and innovation breakthroughs
• Implement targeted digital campaigns to promote life science assets (e.g., clusters, real estate, incubators, grants).
• Track and report on audience growth, retention and engagement.
4. Media and public relations
• Build and maintain relationships with local and media, trade industry, and economic development media.
• Draft, pitch, and place press releases, op-eds, and media advisories.
• Coordinate press briefings, interviews, and media tours around major events and funding portfolio milestones (e.g., capital rounds closed, clinical trials completed, people hired)
• Monitor media coverage and provide reporting and analytics.
5. Stakeholder engagement and partnerships
• Assist in developing communication materials for stakeholders.
• Develop materials and strategies for engagement with federal, state, and private funding bodies.
6. Event support and promotion
• Provide communications and promotional support for:
o Trade shows
o Investor pitch events
o Conferences and roundtables
o Portfolio company events
• Create pre- and post-event media outreach plans.
• Coordinate with event organizers for speaker placement, panel participation, and branding.
