The vendor is required to provide strategic planning process for its advisory council and to facilitate the development of a strategic plan.
• Develop an understanding of the organizations involved and their interrelated missions.
• Meet with the director of the upper great plain’s transportation institute and the chair of the advisory council to develop an understanding of the institute’s mission and its roles in the state and the organization and functions of the advisory council.
• Meet with the leadership of university to understand the roles of the upper great plain’s transportation institute within the overall mission of university.
• Meet with the advisory council and institute leadership on October 3, 2025, in Fargo to gather input on the desired goals and outcomes of the strategic planning process.
• Develop a timeline for subsequent steps in the process, which must include a strategic planning session.
• Facilitate a one-day strategic planning session in Bismarck.
• Develop a synopsis of the session and present it in writing and virtually to the institute director and advisory council.
• Provide a high-level summary of the outcomes of the effort with recommendations
• For the organization and roles of the advisory council.
