The Vendor is required to provide to manage the youth violence prevention communications strategy and social norms campaign.
- Work will include the design, development and implementation of a youth centered communications strategy to change the perceptions and behaviors that lead to an acceptance of youth violence, promote positive social norms, and connect youth with community resources.
- The work should be evidence-based, reflect the youth perspective, and take an innovative multi-media approach to ensure that the campaign achieves high community visibility.

- Core responsibilities include program development, youth training and capacity building, strategy development, media design and development, campaign implementation, and evaluation.
- Program Development
• Develop an overall project plan and timeline.
• Recruit, hire and train credible young people to participate in the development of a strategy, design of campaign materials and implementation.
• Select and sub-contract professional services as needed for the comprehensive management and execution of the scope of work, which may include services such as design and production and outcome evaluation.
• Form and convene an advisory group to include participation from key stakeholder groups.
• Identify community resources for youth and their families.
• Establish a brand and website to serve as centralized location for the initiative and campaign. Develop a Communications Strategy
- Develop an overarching youth violence prevention communication strategy that articulates:
• Identification of target audiences.
• Plan for social norms research.
• Specific context relevant to the key audiences (e.g., specific to neighborhoods, schools, age groups).
• Purpose of the communications and call to action.
• Types of media to be used for development and distribution.
• Plan for monitoring and evaluation.
- Develop and Test Messaging, Materials, and Media
• Collect data from relevant audiences to identify social norms.
• Work with youth to develop messaging and materials.
• Test messaging with relevant audiences and refine as needed.
• Materials should enable creative expression and training for youth, paired with professional design and production services as needed.
- Strategies and messaging should be based on youth input and assessment of youth needs and should incorporate:
• Strength and resiliency of impacted communities.
• Positive messages and imagery.
• Descriptive norms about youth behaviors.
• Risk education about gun ownership.
• Breaking the stigma on mental health.
• Ways to connect youth and their families with community resources.
• Collaborate with the City on approval decisions, following agreed-upon protocols.
