Strategic Planning Consultant Search Services

The Vendor is required to provide the methodology the consultant will use to generate the strategic plan. 
- Must include ow the process will be structured, including references to any specific planning method and a feasible approach to engage library staff, the library board, and community in this strategic planning process
- Survey responses and summary: Full-text responses for each question and an executive summary of themes for the survey 
- Focus group summary: Responses to questions and an executive summary of themes
- Summaries of library board and staff workshops: This would include full-text responses and an executive summary for each activity. 
- Final written report: Three to five areas recommended for strategic focus in the next two state fiscal years, including recommendations for goals and objectives for strategic planning documents 
- Initial (10/23/25), midway (01/15/26), and final presentation (03/19/26): Presentations, either in person or virtually, to the State Library Board at the beginning, middle and end of the process at a regularly scheduled Board Meeting. 
- Ongoing updates: The consultant should check in with State Library staff once monthly throughout the process.
- Promotional guidance: Promoting any surveys or focus groups with limited use of State Library staff time and/or resources
